I'm reading a relatively technical document related with issues around wireless interference and came across with the phrase "cursor deflection." What does it mean? I imagine that it would be like a phenomenon where a mouse cursor moving across a display without any input (and/or ignoring it) but not sure due to my luck of technical knowledge in this area. A Google search simply directed me to a few way-too-technical documents but, considering the context from which I picked up the phrase, I presume the phenomenon itself is not so special and that it can be experienced by end-users.
Any help appreciated. Thank you.

Can you post the document or at least the entire paragraph? It's really hard to tell you what they mean without enough context.
