Curse

1.He/she is cursing.

You may have done something bad inadvertantly.

In this case we could use the verb curse which is both transitive and intransitive.

2. He/she is cursing you.

My understanding of your answer is that both of the above are fine.

What is the difference in the meaning between the 2 sentences?

1.He/she is cursing. He is saying bad words. Maybe they are about you. Maybe they are about the situation. We are not told explicitly.

2. He/she is cursing you.
