Cure to vs cure for

Lockdown is no cure to Covid-19, but it gave India the time to ramp up its healthcare infrastructure.

I read the above in the TimesofIndia. Why do we use the preposition "to" and not the "for" after "cure" ?

"cure for ~" is far more common. "cure to ~" may sound non-natural, and there seems no clear reason why it is used here. It could be that the writer had something else in his mind, such as "answer to".
