Cumbersome sentence

Hi there!

Does this sentence make sense and sound ok?

The project includes phased construction of a unique accelerator complex that will be used to solve highest-priority tasks discussed at the forefront of cutting edge science.

I know I have to change something in this sentence but can't think what...

I'm having trouble understanding "discussed at the forefront of cutting edge science." What does that mean? A topic can be at the forefront of cutting edge science, but how can it be discussed at the forefront of cutting edge science? You lost me.

Can construction be phased?
