How to name a baby varies depending on ( ).

I think all of them are correct. Is there any difference?

I agree that #3 sounds like the usual, but I cannot find anything wrong with the other two, either grammatically or pragmatically. What bothers me is 'How to name'—do you mean 'what to name', or are you speaking of the process?
