Cultivate/develop/grow character

Hi!

When we refer to the improvement of one's character are the expressions below correct?

Are they synonyms or is there a difference between them?

cultivate character

develop character

I also read the expression "grow character". What is its exact meaning?

Thanks in advance!

Much of a person's character is developed before they are born. Development does not imply improvement. What do you mean by "improve one's character"?
