What is the opposite of "cry loudly?"
"cry low" or "cry in a low voice" is okay?

My take on this is that it would depend on the context, for example:

Cried loudly/let out a strangled cry:

Lost and exhausted he cried loudly in hopes that someone, anyone, would hear him.

Badly injured and unable to move, he let out a strangled cry for help, all he could manage in his condition.

Cried loudly/cooed and gurgled:

Actually, I'm not sure that "cry in a low voice" does work after all. In the first meaning of "cry", it seems tantamount to "shout quietly", and the other meaning of "cry", i.e. shed tears, is hardly done in a particular type of "voice".
