criticism to and of

Zimbabwe's ruling party has rejected criticism of its leadership by former South African President Nelson Mandela.

This is an extract from a BBC report. My question is can I substitute "criticism of" with "criticism to"? What is the difference between these two phrases? Are criticism and critique carry the same meaning?
