Criminals do not profit from crime.

It's a well-known saying, although I doubt its validity.

I have heard it in an indian serial crime patrol and most often I hear this, it means that crime does not give any sort of significance to the criminal. He has to pay for it one day. Even if the criminal have done the crime in greed of money or something else so he does not get any reward for it.. It means that crime does not pay crinimals for what they did. It only gives something worse.

Crime never pays means:

if you do something nasty, hurt someone, something illegal, or immoral, sooner or later you will get punished for that and will have to pay the price.

Usually the lost will be much higher than the profit you made from the " deed".That's how I interpret it.
