Creating a Frankenstein who would threaten

In arming the dictator, the US was creating a Frankenstein who would threaten their influence in the region.

Why is it necessary to use the verb 'would' in the above?

I would write 'will' in the above.

So the above is incorrect.

It should be ' In arming the dictator, the US is ...

In arming the dictator, the US is creating a Frankenstein who wiill threaten their influence in the region.
