The word "created" is an adjective in this context, isn't it?

I've just thought along this line (but not been quite sure) : "to harness" is a verb of purpose hence the omitted "in order" (before that) could imply that the "created" is an adjective; in other words: "the organisation was created in order to harness individualism..." where "created" is an adjectival complement of
