Cover letter introduction

What's the best to start a cover letter with:

"To Whom It May Concern"

or

"Dear Sir/Madam"

It's a letter to an American company in Europe.

I know, the best is to apply personally but can't get any name.

Thank you.

Broadly speaking, To Whom It May Concern is only used if you are writing a letter of reference for an employee.
