Court judgement served

Can I say in English "People who avoid criminal responsibility and serving of a court judgement"? By "serving of a court judgement", I mean not serving a sentence in prison, but handing over/delivery of a piece of paper with a judgement on it to the offender. So, there are people who avoid being served this piece of paper, believing that this way they will avoid paying a fine or going to prison.
