Counterpart

Hi,

Could you please explain which of the following is better? Why?Thank you!

1. The Chinese government stands ready to make joint efforts with its counterpart of the Central African Republic towards that end.

2. The Chinese government stands ready to make joint efforts with the government of Central African Republic towards that end.

(Although, in fact, I understand the above two sentences, I have no idea which one I should use especially when I need to put something in wrting. I don't know if it is because of the rule of repetition avoidance, either...)
