count/counts

Hi,

I initially thought "counts", but (as usual!) I'm unsure...

"Friends and family are what count/counts"

My thinking: "They are what count"

Indeed, what about?

"They are the people who matter to me"

Am I correct in using "matter" instead of "matters"?

Thanks
