Countable/Uncountable Things

However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means, it is difficult to find broad support for a movement toward a minimal state.

Can you tell me whether the use of MUCH is correct?

IMO: Voters are countable. So, we should use MANY. But the book says the above sentence as correct.

In this sentence, "however much" doesn't mean "No matter how many U.S. voters agree..." It means, "To whatever extent U.S. voters may agree....."
