Countable and uncountable noun?

I have a sentence:
"There is a shortage of water because there has been very ...... rain recently"
In the .... wat can we put in among "a few, few, little, a little"????
"Rain" can be both countable and uncountable noun. but in this case, i wonder if it was countable or uncountable
