Could/Would/Can't

Please can somebody explain this sentence to me?

"I would if I could but I can't."

Ok, I'll try:

I WOULD = present/future refference reffering to a possibility.

IF I COULD = future possibility, probably impossible/imaginary etc.

BUT I CAN'T = i'm not able.

I would learn another language if I could, but I can't (because i don't have time).
