Couldn't find in dictionary

Is in exclusion possible ?
I couldn't find this usage in the dictionary. The person that gave NBC that deal in exclusion of all other carriers should get sued.

It should be "The person that gave NBC that deal to the exclusion of all other carriers should get sued." or "The person that gave NBC that deal excluding all other carriers should get sued."

Is exclusion and exclusively come from the same word?
Is this sentence correct?
