Could/may/might have

I was driving a car with my friend. I saw a guyblooming for a lift in the way but I did care about him. After I passed him I told my friend,"he could/might/may have been a cop. Is this sentence correct? Meaning we don't know if he was a cop.

Sorry Sir. Correction it was 'waiting'. Is the sentence correct with could/might/may have?

I saw a guy waiting for a lift on the road, but I did not care about him. After I passed him, I told my friend,"He could/might/may have been a cop."

Those three modal verbs are all OK and virtually synonymous.
