Could/can question

Hello,

Which of the following is correct? The context of this line (from a story) is that it is a discussion about a possible invasion.

1. If they do come, what can we do to defend ourselves?
2. If they did come, what could we do to defend ourselves?

My instinct tells me number 1 is correct, but the use of 'could' implies a degree of uncertainty to me that is also imperative to the story. Perhaps there is an option 3.

3. If they do come, what could we do to defend ourselves?
