Could you tell me when to use “when” and when to use “where”after the antecedent “occasion”?

Could you tell me when to use “when” and when to use “where”after the antecedent “occasion”? For example:
I can hardly remember any occasions ___ I get caught in a traffic jam in our town.

It seems clear that if 'occasion' denotes a time, we would use 'when' and if 'occasion' denotes a place, we would use 'where'.

I have had a quick look through the COCA/BNC citations . There are 234/218 citations for 'occasion when' and 34/23 for 'occasion where'. I can detect no logical reason for the choice of words.

It seems simply that most speakers and writers of AmE/BrE use 'occasion when'.
