Could you please tell me the difference here

Is there any difference between "would you..." and "would you please..." and when to use them to make polite requests?

I understand that 'would you ...' is a polite way of asking people if they want to do something. But I was wondering if 'would you please ...' also means the same. Do native speakers consider 'would you please ...' as a command (in a 'polite' form) instead of a polite request. e.g. A policeman asks a driver, 'would you please step out of your car, sir?'. Doe
