Could you please paraphrase it?

Hi,

I don't get the bold part!

Place branding can and should be used for achieving societal, political and economic objectives. Inevitably, a workable strategy will favour certain groups or individuals over others, and this creates an inalienable responsibility to ensure that those less favoured are supported in other ways.

Not knowing the broader context of your question, I'll just provide a different example (and hope that you'll still find the answer useful) Most strategies (be they in agriculture, tourism, education etc) usually target only specific groups of people. For instance, an agricultural strategy may be tailored in such a way so as to favour big farmers with lots of land, cattle etc. The strategy can include state subsidies, low interest rates on loans, prolonged grace periods etc but only for this group of big farmers.

  • For small and mid-sized farmers, other ways has to be found to support them (possibly , farmer clusters, availability of cheaper fuel/fertilizers etc).
  • So, while the latter group is not included in the strategy (less favoured group), the state has to make sure they are still supported in other ways.
