Could you please explain this?

She(Condoleezza Rice) wowed the crowds in Wiesbaden by arriving in knee-high leather boots. Her spokesman went so far as to fuel speculation about a White House bid by planting a question with a helpful journalist.

Could you please explain the second sentence? Is there any relevance between the two? I just don't get it. Thank you.

Speculation is were peolpe don't know but are discussing their guesses, most of the guesses are simalar. So here poeple think that she is going to make a bid to become Presedent. Her spokesperson gave one of the journalists a question in private for the journalist to ask during a Press Interview session so when he could answer it.
