Is "suggested to buy" really okay?
He suggested by buying a new car is what I would have chosen.

Actually you're right. I looked "to suggest" up and that's what I found:
suggest (+ possessive adjective) + gerund, or suggest that + subject + present tense/should.
So it must be "Tom suggested my buying a new car".
