Could you help me with this one?

Hi teachers,
This is the contex:
‘The police always have a “friend” in every village,’ Alex said sadly.
I really don't know. I can't think of any questions for listening comprehension, besides, 'What does the police have in every village?' which doesn't really test it. Could you help me with this one?
