Could you help me understand this sentence?

This sentence is from my grammar book:
"Thus capital, in our system, must provide not only that which is specifically capital goods, but also must provide not only that which is specifically capital goods, but also must period for the hire of labor for the period which elapses from the beginning of work until the receipt of payment for the produce of the work."

I can't understand "that which" in "Thus capital, in our system, must provide not only that which is specifically capital goods."

If it were "Thus capital, in our system, must provide not only something that which is specifically capital goods", I think I can understand.

Could you please explain that part for me?
