could you help me please

i have a proplem that confuses me a lot ..the proplem is the difference betweeen the past simple tense and present perfect tense because in my language when we talk about the past we use one expression ..i can imagine the difference in some cases easly but in other cases i have to think a lot to get the meaning ...for example ...he arrived or he has arrived what is the exact differince between them ..and what do u think the best way to learn the differnce between them.. thank u in advance
