Could you help me, guys

I have a difficulty translating one sentence from Russian. I hope I managed to convey the main idea:

The river had always been a threat of flooding to population of the village until the levy was built.

You completely got your point across, but I would put it like this:

Or

"Until the levy was built the river was a constant flood threat to the population of the village"

The word you want is Levee.
A levy is a tax. (It also used to refer to a form of conscription into the military)
