Could you help me analyze this sentence grammatically?

You may have noticed that when it is time to begin a writing assignment, you suddenly develop an enormous desire to straighten your books, water your plants, or sharpen your pencils for the fifth time.

Is it grammatically correct to place an article 'a' before words 'writing assignment'?
If it's true, does it changed the meaning if the 'a' article is eliminated?
