It is not a complete statement about anything. I cannot be either true or false.

There is nothing wrong with combining those words, however. There may be a sentence in which (a) malignant energy would be quite useful. (I'm not sure whether this includes a as a choice, and b, c, and d are missing, or whether you mean the article a.)
