Could you help me?

Could you tell me what are differences between the following A and B?

A. Approximately one in every nine to 10 deaths is a civilian.
B. Approximately one to 10 deaths is a civilian.

(A) means that roughly between 10% and 11.11% of deaths are civilian deaths.

I understand (B) to be saying that the number of civilian deaths is between one and ten, but the wording seems a bit strange.

I thought 'one in every nine' means exactly 10%. In other words, among the whole 10 deaths, one death is a civilian death and nine deaths is non-civilian deaths.
If I like to say 10% of 10 deaths are civilian deaths (as I said the above sentence), how can I change (A)?

No, "one in (every) nine" means 1/9, or about 11.11%.

"one in (every) ten" means 1/10, or about 10%.

"10% of 10 deaths" is one death. If I understand you rightly, you can say "One of the ten deaths was a civilian", or perhaps more correctly, "One of the ten dead people was a civilian".
