Could you help me?

Hi,

Could you help me understand the structure of the underlined part in the following text?

I feel that the which-clause is not completed and hanging because there isn't any verb matched to the 'which' in the subordinate clause.

Thank you.

[Text]

This value system recognizes the trend of female supremacy, which while not as yet the norm seems to be pointing the way for future relationships.

What does 'while not as yet the norm' mean? Could you give me a whole sentence of it or pharaphrase it?
