If I want to make a sentence like a proverb(Ex. We/You aim above the mark to hit the mark.), subject "You" to indicate normal people is better or more natural than "We"? Or are they just same?

That is to say, the "We" or "You" of "We/You had better finish it late than give it up" means normal people or everyone.
