Situation: at a bar.
The expression 'could you', in this case, is asking for cooperation?
A: Excuse me! Three iced coffees please, and … Could you hurry, please?

Since you're asking people to do something, then naturally you're expecting cooperation - it's inherent in asking such questions! ..and regardless of whether you use could or something else.
