That is not a very good task. It does not tell you if the numbers are frequency of access, (100 being counts of all accesses), primary means of access from a survey (100 being all people), or something else. If you cannot determine the basis on which the percentages are calculated, then do not use this as a practice exam. It is defective.

For practice, you can rewrite the instructions or give an explanation in the opening paragraph.

For example,

1.  The two pie charts show the relative frequency that a particular media type was accessed when Australians and  Canadians access a news source. Four types are shown: TV, radio, print and online.

2. The two pie charts, one for Canadians and the other for Australians, compare their preferences for the primary way in which they get the news. Four sources of news are shown: TV, radio, print and online.

Whichever you choose, you must be consistent. Do not mix both interpretations up in the same essay.

"Not specified" is not a means.) sources are ~~major~~ ~~ways~~: TV, radio, print, online and not specified. (On pie charts, the units are invariably percentages. Sometimes the actual data values are given, but that is not the case here.) , ~~measured in percentage~~.
