The simple past can also express the number of times (occasions) theactions or situations occurred at a definite point in time in the past. Sharon had dinner with Robert three times last week.

The present perfect works in your first sentence because "this month" is not a finished period of time. "last week", on the other hand, is a finished period of time and requires a simple past (except in some very rare contexts).
