In 1965 in Amsterdam, with the aid of Dutch engineer Luud Schimmelpennink, Provo, a group of Dutch activists, came up with the idea for an urban bike-sharing scheme. The scheme is called Witte Fietsenplan. They were concerned about damage to the environment, consumerism and believed that the bike-sharing scheme would draw attention to these issues. As well as painting some bikes white, they handed out leaflets that condemned the use of cars. In 1967, Schimmelpennink has proposed a plan to distribute 10,000 white bikes over the city which was rejected by the city council, they said 'the bicycle belongs to the past' and 'they saw a glorious future for the car'. In 1999, the Witte Fietsenplan has introduced again in Amsterdam, with 250 bikes spread over five stations with a chip card for payment created by Postbank. Unfortunately, after a series of bike theft incidents, Postbank decided to abolish the chip card because it wasn't profitable to make money. Finally, after a long journey, Amsterdam becomes one of the two most bike-friendly capitals in the world.
