Both questions are correct, but the answer doesn't particularly look good to me.. . That said, this one is a bit hard - for me at least.

I'd answer:
They needed a murderer, and he had the book about the old President, and the government of that country to his disadvantage.

I hope one of the teachers will comment on this.

I think, yours can't be because in fact he wrote that book. Something that that part of the text doesn't say, but he did it.

This one look right to me even without 'and'. To my understanding the book was about the old president as well as the government of that country-
To have a murderer, and because of his book about the old President, and the government of that country.
