Could you check my writing?

Hi,

Here is my IELTS writing. Could you please check and give me some advice to improve it?

Foreign visitors should pay more than local visitors for cultural and historical attractions. To what extent do you agree or disagree with this opinion?
------------------------------------
In many countries, foreigners have to pay higher fee than nationals when visiting cultural and historical landmarks. Such practices bring serious effects and will definitely hurt the tourism.

First and foremost, visitors are all human beings no matter where they come from. Therefore, oversea tourists deserve respect and should be treated fairly in the same way as locals. The idea that one type of person has to pay more or less than any other person not only makes that country become unfriendly in the eye of tourists, but also would be seen to a certain degree as racism or discrimination. Also, charging foreigners higher rate could set a precedent, thereby leading to overcharge on all other destinations or services of the nation if travelers were foreigners. This might end up in price gouging and ripping off.

Besides, oversea visitors are supposed to have a lot of money. However, many of them are on a very tight budget, and prices that are extremely high for tourists might make it difficult for them to afford to get into those places. This would affect the tourism promotion of nation. Instead of charging more, which makes foreigners feel uncomfortable, the government should provide various kinds of services with good quality. Such actions would help tourism gain more profits and develop in the more sustainable way.

In conclusion, international visitors should be charged in the same price as locals. Government should focus on longer term goals rather than some risky practices that could hit the tourism.
