You say "an LTTE spokesman" because you say "el-tee-tee-ee." That is, when pronouncing LTTE, it starts with a vowel sound. How something sounds is what determines the use of a vs. an, not what the letter is.

(If in fact you say LTTE as "leet" or "lee-tee" or something like that, then you would use the "a.")
