Could you check a sentence

A new detector of the focal plane of the separator is suggested to be developed with the aim to increase energy resolution and efficiency of the registration and to reduce the probability of background events when studying the properties of superheavy nuclei.

I personally don't like "with the aim", "is suggested to be developed". How would you paraphraze it?
