Could this be a complete sentence?

Someone is saying (He is playing video game?)" the safety of this activity is his" then it is interrupted. So I'm curious if this could be used as a complete sentence? just like I say "that cake is mine" ?

Thank you in advance.

Hi, You'd need a pretty unusual context for that to make any sense as a complete sentence. More likely, the person just stopped speaking in mid-sentence. Clive
