could someone tell me some english spelling rules? such as "I before E except after C".

Vanny, I would love to help you with this, but English spelling is SO inconsistent that you may as well put a monkey in front of a keyboard and take what comes off the printer.

(The rule you have ends with "or when said as "ay" as in neighbor or weigh." Except for the words that don't follow this rule. Weird, huh?)
