could or could have

Hello! I'm trying to translate a valentine's card, although I have one problem. It says "and the fact that we're together is the most beautiful thing that... could happen/could have happened... to us"
So yeah, I never know which one is the correct one. Could you please help me?

I would say end it this way:

....and the fact that we're together is the most beautiful thing of all that have happened to us.

Valentine's card doesn't have to be grammar-perfect but words must be right for the specific message you want to deliver, and it has to be romantic, so when the card is opened up, and these words are read, it has the power to melt the heart of the person. Personally, " I have one problem ..." is not something beautiful, and this line " could happen/could have happened... to us" doesn't seem to go

I must make some changes in the way I expressed my views:

Could here denotes a hypothetical situation which I think it isn't as you say it is a 'fact'

I would end it this way:

....and the fact that we're together is the most beautiful thing of all that have happened to us.
