Could not know / could not have known

Hi,

What is the difference between saying someone 'could not know' something and 'could not have known' something?

They are extremely similar, but I would hesitate to call them interchangeable in every one of the billions of sentences where they can be used. Nevertheless, it seems to me that they are virtually always interchangeable
