COULD NOT HAVE BEEN

Could you say?

1 John - I'm not used to being new in a city. I've never been new in a city. I miss it there/I miss NY.

Sam - How could you not have been new in a city before?

Could you tell me if the BOLD parts are correct and which to use?

Thanks
