Could it be the man...? or could he be the man...?

Which is correct?

Tom: I'm not sure who that other musician was.

Jane: Could it be the man that had played with the band 10 years ago? or Could he be the man who...?

Both 'it' and 'he' will work just fine. Could it/he be the man who played with the band 10 years ago? You don't need 'had'.

Could it/he be the man who played with the band 10 years ago?

You don't need 'had'. You've already got '10 years ago', which measures time from the moment you are speaking.
