Could I use 'tell' for Direct Speech?

Hi teachers,
I've read that, 'We can use say with direct speech, but we cannot use tell'.
I've also read this one, 'We use tell only with direct speech if that is an instruction or information'.
Since the answer has information about what the Chief of Police told the inspector, it is correct to use 'tell'; right?
Question:
What did the Chief of Police tell the inspector after that?
She told him, 'Our new President wants him back in prison–today! Now! At once!
